Turning On "Explain Your Answer" feature for components not at the bottom

How do I turn on the “Explain your Answer” feature/prompt for components that arent’t at the bottom of a column. I’m sure I’ve seen the command but can’t find it now. I have 3 multi-choice questions and want them to explain their reasoning for the choice they make on each one. Thanks in advance

It looks like it might not be an option if you have multiple components. Even when I tried prompting it to ask with CL, the only one that works is the bottom choice.

Alternatively, you can have conditionally hidden notes and text inputs. Makes your editing view messy, but it works.

I bypassed the requirement by simply slipping in text response boxes and promting them to defend their answers.
